About the Award

For the Gulf Cooperation Council countries ‘common interests and underpinned by the UAE's and Sharjah's exemplary economic environment, in line with the directives of His Highness Dr. Sheikh Sultan bin Mohammed Al Qassimi, Member of the Supreme Council and Ruler of Sharjah, to provide UAE and other GCC countries’ nationals with job opportunities and good work environments, the Federation of GCC Chambers of Commerce (FGCCC) has collaborated with Sharjah Chamber to launch an award within the Sharjah Excellence Award entitled Sharjah Gulf Localization Award, which aims to stimulate and encourage the economic entities that most employ UAE and GCC nationals in the GCC countries.

A memorandum of understanding (MoU) was signed between Sharjah Chamber of Commerce and Industry and the Federation of GCC Chambers at the 5th GCC Human Resources and Labor Market Conference, held at Expo Center Sharjah on 15-16 October 2017, which stipulated launching this Award.


Objectives of the Award

  • To show the private sector’s role through members of Gulf Chambers in “localizing” as many Gulf establishments as possible

  • Highlighting by making this honoring part of the Gulf private sector’s social responsibility.

  • Creating a competitive environment by increasing the number of Gulf employees in establishments within the GCC common market’s agenda

  • Utilizing consultant’s expertise and services, including retirees, in the recruitment and localization process


Award Categories

The Award’s categories depend on the size of the establishment and its classification according to the economic sector as follows:

Large Establishment Category (No. of employees 250 and above):

  • Industrial sector

  • Commercial sector

  • Professional sector

Small (No. of employees 9 –49) and Medium Sized (No. of employees 50 –249) Establishments Category:

  • Industrial sector

  • Commercial sector

  • Professional sector


Award Criteria

First criterion: Recruitment and Employment

  • Attracting Gulf workers especially in senior positions

  • Creating practices that attract Gulf workers

  • Participating in specialized exhibitions

  • Making agreements with recruitment companies

  • Making agreements with the Department of Human Resources and Social Security

  • Localizing proportionately according to type of job: technical, supervisory, administrative.

Second criterion: Training and Qualification

  • Fostering Gulf workers

  • Having and utilizing a training plan and measuring productivity and efficiency

  • Percentage of jobs for UAE and Gulf nationals in entities as related to the sector under which they fall as percentage of the total employment in this establishment

Third criterion: Employment Sustainability

  • Retaining Gulf workers

  • Providing specific and clear career path and job descriptions

  • The rate of stability and permanence of work under permanent and not temporary employment contracts

  • Package of remuneration, bonuses, other incentives and social protection provided to UAE and Gulf citizens in the establishment

  • Insurance, health care and social protection

Conditions for Applying

In order to apply an entity has to meet the following conditions:

  • To be registered in any of the GCC countries

  • To have a trade register in the ministry of commerce and to be registered with its national chamber and social security according to the current system.

  • To be in a good legal standing presenting a financial, operational and profit performance report through externally audited annual accounts for the last 3 years from the date of application.

  • Achieving added value for the national and Gulf economies through the domestic product

  • Extent of its acceptance of Gulf employment and localization policies

  • Contributing to increasing Gulf exports and replacing imports

  • Transfer and localization of modern technology and knowledge capital, scientific expertise and administrative and marketing methods

  • Its commitment to localization as a strategic development option and the formation of human capital that leads economic development in the GCC states by setting a strategic objective in the strategic plan.

  • Its commitment to raising UAE nationals’ productivity and measuring the impact of training programs and continuous development

  • Its role in providing the educational sector with feedback to link educational outputs to the labor market


Required Documents

In order to take part an entity has to provide the following:

  • Registration application

  • A copy of a valid trade license for an economic entity

  • A copy of a valid membership at Sharjah Chamber

  • Complying with the format and margin sent

  • Number of pages of the application document: a maximum of 35 pages

  • Making sure to number headings and sub-headings

  • Languages: Arabic / English
